Niagara Falls (NY side) is a safe tourist destination. The immediate falls viewing area is very safe and well-patrolled. Rainbow Bridge crossing to the Canadian side requires a valid passport. Niagara Falls, NY (the town itself) has rough residential areas around 3rd Street — stick to the state park and casino area.
